"After the 2016 elections, foreign policy pundits began to bemoan the demise of the liberal international order-the system of international laws, norms, and rules that the United States helped to build at the end of the Second World War. Despite the chaos of the present political moment, however, the president is not a standalone shock, but a product of longer-term domestic and international trends that will outlast his administration--and reshape U.S. foreign policy forever. Political polarization, international power shifts, and the rapidly changing role of technology in governance will remake the world the United States faces.
